In the Quebec Occupational Health and Safety Act 322, its working alone policy states that “When a worker performs a task alone in an isolated environment where it is impossible for him to request assistance, an efficient means of surveillance, whether continuous or intermittent, shall be installed.”

In Québec, employers must comply with the Règlement sur la santé et la sécurité du travail (RSST) under the Loi sur la santé et la sécurité du travail. Article 322 specifically addresses workers who perform work alone in an isolated location where they cannot request assistance. In these circumstances, employers must implement an effective monitoring method that is either intermittent or continuous.
CNESST guidance recommends establishing a workplace surveillance procedure for isolated workers and providing an effective two-way communication method, such as a telephone or radio, so workers can request assistance and their condition can be checked. Depending on the work and hazards involved, additional emergency measures may also be required. For certain higher-risk situations, including confined-space work, more stringent requirements apply, including continuous monitoring and rescue provisions.
